While I lived in Tokyo, there was a campaign undertaken to improve standard of living.
A key tenet was the plan to lower morning rush hour train capacity from 300% (!!!) to a
mere 180%.
This poster with the evil laughing clown records the percent capacity of Tokyo trains from
7 a.m. to 10 a.m. on major train lines.
White circles are only 100 to 180% of train car capacity.
Black circles are over 180%.
Let me assure you, 180% of train capacity is still damn crowded.
